In 1883, Pennell arrived in London and became such friends with his fellow expatriate and fellow etcher Whistler that he would write the standard Life of James McNeill Whistler in 1908. Pennell's London etchings show his whole-hearted adoption to Whistler's impressionistic and flickering needle work.
Dante Gabriel Rosetti, a founder of the Pre-Raphaelite Brotherhood of painters, was among the many artists and authors who settled in the Thames-side village of Chelsea just upriver from London. In 1862, he bought Tudor House, a twelve bedroom mansion with an acre of garden, at 16 Cheyne Walk where he was a neighbor and friend of Whistler's.
